Who still doesn’t know that Lebanon is on the edge of the precipice?
The devastating explosion of August 4th is not a stand-alone event; it is a final straw. Socially, economically, financially, it has been dealt a most brutal blow. Not a single sector, in fact, has been spared, But there is no need here to harp on the same harrowing string of the Lebanese regime’s carelessness, incompetence, and corruption. Now, instead, is the time to devise a strategy at a most crucial hour in our failed state’s history.
Chief among the sectors that have been devastated is that of the arts and culture. But our primary concern, for the intents and purposes of this proposal, is the cinema sector. It should be made clear that the explosion of August 4th shattered more than one window, crushed more than one tired machine, and injured more than a few thousand bodies. It laid a society’s morale to waste and forced them to play a hand of fight or flight for perhaps the final time. This is why today is about trying to put those who want to continue (and those who can) back on their feet, in spite of everything. And while it is true that offices, studios, and machines certainly need to be repaired, the far more pressing issue here is aiding the workers who stand at their helm. Not only so that the companies still operating could pay their employees, but so that freelancers (the vast majority of cinema workers) do not fall by the wayside, financially or otherwise.
To be clear, if these different talents were to leave (and some already have or are strongly considering doing so) it would virtually be game over for the cinema sector in Lebanon, which in recent years began to thrive despite the total absence of any public aid. A machine can be repaired or replaced; can we say the same about a person? Their talent?
We therefore suggest that this aid – and any future aid – is not only earmarked for salaried employees, but for the out-of-work freelancers who are just as, if not more, integral to this beloved yet beleaguered industry of ours. Obviously, an inventory, a breakdown of which we chart in detail below, needs to be made as soon as possible. We especially need to pay heed to the needs of the freelancer, which will vary depending on their experience, their body of work, and their aspirations. The latter is of particular importance because it concerns the younger generation, who is most prone to emigration.
We also propose that this fund contributes to the development of a structure, such as cooperatives that could work in the long term, planting us not only in a more sustainable present, but projecting us into a more viable future. As questionable as this word (future) sounds today, it is our only recourse and we must act in accordance with its existence.
Of course, this structure has to be established as soon as possible. Its goal is first and foremost to keep our various talents in place and to prevent the field of cinema, and all the generations that uphold it, from falling into total despair. Because without cinema, without arts, without culture, what are we?
To sum it up, we see a need for three layers of support:
1- For Employees at Production and Post-Production Houses
a- Data collection phase to find all production and post-production houses, their number of employees, and the sum of their salaries.
b- Support fund to cover employees’ salaries for a period of three months.
c- Transparent coordination and follow-up to manage the financial aid.
2- For Freelancers
a- Data Collection phase to find all freelancers working in the cinema sector.
b- Support fund for freelancers.
c- Transparent coordination and follow-up to manage the financial aid.
3- For the future of the sector
a- Launch cinema cooperatives that can produce projects and become incubating workspaces for workers in the cinema sector.
b- Create support funds especially for the cooperatives.
c- Transparent coordination and follow-up to manage the financial aid and the cooperatives.
لبنان اليوم على شفير الهاوية.
لم يكن انفجار 4 آب المدمّر حدثاً معزولاً، بل شكّل الضربة القاضية اجتماعياً واقتصادياً ومالياً، حيث لم ينج من آثاره المدمّرة أي قطاع، بعد فترة عصيبة كانت قد أدت إلى إغلاق الكثير من المؤسّسات. ولا داعي هنا للتذكير بإهمال السلطات اللبنانية المذهل وعدم كفاءتها وفسادها، التي تقع مسؤوليّتها على الحكومات المتعاقبة.
وليست القطاعات الفنّية والثقافية، وخاصة السينمائية، بجميع مكوّناتها، محصّنة ضد هذا الدمار. حطّم انفجار 4 آب أكثر من نافذة، وسحق أكثر من آلة، والأهمّ من ذلك أنه أصاب أكثر من واحد منّا بجروح خطيرة. ما يعنينا اليوم هو دعم الذين يريدون ويستطيعون الاستمرار، على الرغم من كل شيء، في الوقوف على أقدامهم. فليست دعوتنا الأساسية اليوم لمجرّد مساعدة على إصلاح المكاتب والاستوديوهات والآلات المختلفة الممكن إصلاحها، بل هي لتقديم مساعدة ضرورية وعاجلة للعاملين في قطاع السينما، ولا يقتصر هدفنا على تمكين الشركات التي ما زالت قادرة على العمل من دفع رواتب موظفيها في لبنان، بل يشمل الاهتمام بالغالبية العظمى من العاملين في قطاع السينما من غير الموظّفين، أي الفريلانسرز (freelancers)، إذ ليس لديهم أي دخل ثابت.
فلنقلها بوضوح وصراحة: إذا غادرت هذه المواهب والخبرات – والبعض قد غادر أو يخطط جدياً للمغادرة – فإن ذلك قد يكون نهاية قطاع السينما في لبنان، هذا القطاع الذي شهد تطوّراً حقيقياً في السنوات الأخيرة، على الرغم من انعدام وجود أي دعم رسمي. فالتجهيزات قابلة للإصلاح أو الاستبدال، أما الخبرة والمعرفة والموهبة فهي لا تعوّض.
لذلك نقترح أن يتمّ ترتيب الأولويّات في توزيع المساعدات الحالية والقادمة بتوجيهها أولاً نحو دعم رواتب موظّفي الشركات المختلفة، لفترة يتم تحديدها (مع مراعاة خصوصية الصعوبات التي تواجه كل شركة). ثانياً: أن يتم بالتوازي مع دعم الرواتب إنشاء صندوق دعم لمساعدة مختلف العاملين لحسابهم الخاص – الفريلانسرز – ممّن ليس لديهم عمل حالياً، لتحفيزهم على عدم مغادرة السفينة.
ولا بدّ من إجراء جردة سريعة بالعاملين في القطاع (مفصّلة أدناه)، مع إعطاء الفريلانسرز وحاجاتهم أهمّية قصوى بحسب الخبرة والتخصّص والانتاج والتطلّعات، ولتطلّعاتهم أهمية خاصّة، لأنها تعني خاصةً الشباب الأكثر استعداداً للهجرة.
نقترح أن يسهم هذا الصندوق أيضاً في تطوير هيكليات تعاونية، ذات فائدة طويلة الأمد، تتجاوز العمل على تمتين حاضر قطاع السينما. وبذلك يكون هدفنا هو تطوير هذا القطاع مستقبلاً، على الرغم من صعوبة تخيّل أي مستقبل حاضراً.
وبالنتيجة، من البديهي الدعوة إلى بدء العمل على بناء هذه الهيكلية في أسرع وقت ممكن، بالتعاون مع مكوّنات قطاع السينما كافّة، بهدف الحفاظ على ما لدينا من مواهب وخبرات مختلفة، وإبعاد اليأس المحدق بقطاعنا عنهم، على مختلف أعمارهم. فمن دون سينما أو فنون أو ثقافة، ماذا يبقى لنا ومن نكون؟
النقاط الثلاثة للمساعدة:
١- للموظفين/ات في شركات الإنتاج وما بعد الإنتاج:
ء- صندوق لدعم معاشات الموظفين/ات لمدّة ثلاث أشهر
ب- إحصاء لشركات الإنتاج وما بعد الإنتاج والموظفين/ات ومبالغ المعاشات
ج- متابعة وتدقيق شفّاف لإدارة المساعدة الماليّة.
– ٢ للمستقلين/ات (فريلانسرز)
ء-صندوق دعم مادي للمستقلين/ات في مجال السينما
ب-إحصاء للمستقلين/ات في مجال السينما
ج- متابعة وتدقيق شفّاف لإدارة المساعدة الماليّة.
– ٣ للمستقلين/ات (فريلانسرز)
ء- إنشاء تعاونيات سينمائيّة لانتاج مشاريع تدخّر المال للمستقلين/ات في مجال السينما.
ب- إنشاء صناديق لدعم عمل التعاونيات
ج- متابعة وتدقيق شفّاف لإدارة الصناديق والتعاونيات.
